QUALIFYING SMALL FINANCIAL INSTITUTION(QSFI) A QSE that has at least 51% black beneficiaries is only required to obtain a sworn affidavit annually confirming the following: 1. Annual Total Revenue/ Allocated Budget/ Gross Receipts of R50 million or less; and 2. Level of percentage of black beneficiaries.
